Will GSP Lapse Again?

The end of 2020 brings with it another expiration of the Generalized System of Preferences program, or GSP. GSP provides reduced or duty-free treatment to goods from eligible developing countries. In the past, when GSP has expired Congress has always renewed it. If not renewed prior to expiry, it is renewed with retroactive duty reimbursement. It would be best for importers already facing additional out of pocket costs for Section 301 duties the past several years if the program were to be renewed in a timely fashion.
